Strategic Considerations

Based on a summary of the main enablers/drivers and inhibitors regarding the OER movement, which were collected by the OLCOS roadmap, the participants identified the following promising access points:

  • Course material for beginners' courses (bachelor level) which can be used for many swiss academies
  • Open master courses which can attract highly qualified (paying) students

The participants see a need to activate influencers on all levels: students, professors, assistants, administration, politicians

Areas of Activity

The meeting participants identified the following main areas of possible activities for the SIG:

  • Identify existing exemplary OER which can illustrate what OER can stand for and allow to find quality criteria for OER.
  • Identify existing OER concepts at universities/colleges
  • Promote the SIG and acquire participants from more/other universities
  • Suggest improvements of the SWITCHcollection
  • Lobby for OER in (political) boards
  • Find reasons for creating and using OER (having lecturers in mind)
  • Identify persons/institutions/stakeholders at universities who may benefit from a growing use of OER
  • Give support in legal questions/issues (possible synergry with the DICE project hopefully to come)

Next steps

Create a white paper to convince and gain stakeholders. This paper shall:

  1. Explain advantages of collecting/creating/distributing OER in all of Switzerland.
  2. Explain why it is essential/inevitable for Switzerland to distribute OER
    • knowledge capital
    • most important resource for Swiss industry/economy/society
  3. Explain need for support of supply and operation of an infrastructure and administrative frameworks (also award system)

Consider Schulmeister's comment on the SVC report.

It is still to be discussed how this paper will be forwarded to decision makers and through which channels.

A group will create a draft of this paper.

Next meeting

The SIG participants will call meetings when needed/on special topics. Meetings will be announced on the eduhub community page.
